Agra doesn't boast of good public taxis. The popular star hotels have their own cars for tourists who can hire them from the hotels itself. Rental cars are a better option which can be taken from the bigger railway stations, travel agent offices (located all scross the city) and hotels. Do negotiate when taking taxis from travel agents. Hotels and railway sattions normally have UP Govt. booths which have standard rates (if not, then negotiate). Owing to bad roads and a bit of reckless traffic, its suggested to use the autorickshaws (motorized rickshaws) which are available all ascross the city and are pretty affordable.
A historic place like Vrindavan (Mathura) is closeby, taking a car from one of the travel agents to travel across the city for a day trip can also be a good idea.
